Data Description

Optical Headquarters HQ (Contractor) - An Optical Contractor will hold one or more General Ophthalmic Services (GOS) contract(s) for the provision of primary ophthalmic services or could be a non-contract supplier who accepts vouchers towards the cost of glasses. Every optical supplier needs an ODS code, whether they have a GOS contract or not.

ODS Optical Headquarters and Optical Site codes are required/issued for:-

  • General Ophthalmic Services (premises based and domiciliary)
  • Special Schools Eye Care Services
  • Community Eye Care Services
  • Private Optometrists
  • Isle of Man primary care optical services
  • Optical sites in Scotland (with an England based HQ)
  • Optical sites in Wales (with an England based HQ)

Note: Laser Eye Surgery Clinics are coded as Independent Sector Healthcare Providers and Sites, not optical providers. Hospital Eye Services are coded as NHS Trust sites.

Optical codes are used to support contract and payment processes as well as within key systems such as Electronic Referrals (eRS), NHSmail, Patient Administration Systems, Data Protection & Security Toolkit (DSPT) access etc.


How Data is Maintained

General Ophthalmic Services and Special Schools Eye Care Services

NHS England commissions all General Ophthalmic Services (GOS) in England using the General Ophthalmic Mandatory Services Model Contract. An ODS Optical Site record represents a contractor's provision of services at a location. Optical Sites are related to Optical HQs to identify the organisations that own them.

Contractual changes in the optical sector are reflected through the closure and opening of Optical Site records and their relationships to Optical HQs.  GOS Contracts are issued and managed either by the NHS Business Services Authority across England. The NHS BSA Optical Contract Team feed information about contract changes to ODS, for application to the Optical data.

Special Schools Eye Care providers can be identified via the RO316 non primary role (see Key Information section below).

Community Eye Care Services

High Street Dispensing Only / Online Retailer

Can be requested and amended by NHS England Regions, NHS BSA or by the provider.

Minor Eye Conditions Services (MECS), Specialist Eye Care Services and Secondary Care Service Providers

Can be requested and amended by the relevant Integrated Care Board for that area or by the provider.

Optical Site codes are only allocated for Secondary Care Hospital Eye Services where the provider is a community eye care provider rather than an NHS Trust (where NHS Trust codes are used).

Private Optometrists

Private Optometrists will provide eye care services (sight tests and optical appliances) to private patients only (not NHS).  Codes for Private Optometrists can be requested NHS England Regions or by the providers.  It is possible for a provider to have previously held an NHS GOS contract and then change to be a private optometrist only, but retain their same ODS code. ODS are investigating the further use of non primary roles to identify GOS contract holders.

Mixed - NHS BSA advise of GOS contract holders, there are multiple sources for other optical service types.

Codes created and maintained on a needs basis, but are often contract driven rather than true organisation data.

Good coverage for GOS contracts as that data is sourced from the NHS BSA but cannot be guaranteed for the remainder of the data.

The fact that data is contract driven can impact reliability of this as true 'org' data.
