Data Description

Sub ICB Location codes are the former Clinical Commissioning Groups (CCGs). Sub ICB Location Sites were formerly CCG Sites. Note that the primary role/organisation type name remains as 'Clinical Commissioning Group Site' as the primary role for a code cannot be changed.

As a result of the Health and Care Act 2022, all CCGs were statutorily abolished on 1st July 2022, however, their ODS codes were retained to allow further time for the establishment and development of ICBs.

From 1st July 2022, the former CCG geographical areas (adjusted where necessary to reflect boundary changes) are referred to as ‘Sub ICB Locations’ and the organisation names in ODS data were updated from the former CCG names, to be the name of the parent Integrated Care Board, and the ODS codes is used as a name suffix (to distinguish codes where the ICB has more than 1 Sub ICB Location within it). For example:

ODS CodeFormer 'CCG' Name (before 1 July 2022)Current 'Sub ICB Location' Name (after 1 July 2022)
15NNHS DEVON CCGNHS DEVON ICB - 15N

Note the ODS CCG codes will not close legally or operationally or be withdrawn at this time.  The primary role/organisation type name remains as 'Clinical Commissioning Group' as the primary role for a code cannot be changed, but a new non primary role of 'Sub ICB Location' has been introduced and the role start date denotes the point at which the organisation evolved from a CCG to a Sub ICB Location.

London Sub ICB Reporting Entities

In response to a number of requests from London Regional teams and London ICBs, in April 2024 new 'Clinical Commissioning Group' codes were created for London ICBs to provide the granularity required to enable them to work efficiently and ‘drill down’ for Borough level information on national dashboards. 32 new 'CCG' codes were created but they DO NOT have the Sub ICB Location non primary role, they have a 'Sub ICB Reporting Entity' non primary role. GP Practice records were linked to these Sub ICB Reporting Entities with a new relationship type of 'Is Constituent Of' (the existing commissioning relationships to Sub ICB Location remain unchanged). These changes and new reference data only apply to London ICBs.

How Data is Maintained

Information on minor changes to the Sub ICB Location, or requests or Sub ICB Location Sites, are relayed to ODS via the organisations in question. This is facilitated by an established ODS contact based within the organisation (referred to as an OC1). No changes to the records associated to an organisation can be carried out without the express permission of the contact for that organisation, although exceptions can occur such as where a contact is no longer working at an organisation, or changes have been agreed with an NHS England national programme (i.e. COVID vaccination programme).
